Hickory Lane Mobile Home Park

The Cap Times carried a story about the eviction proceedings initiated by Mansel and Dottie Johns to force the removal of the few remaining holdover tenants. Two of these tenants have requested a jury trial. Another has counter-claimed and asked for $5,000. The Legal Action of Wisconsin is representing at least one of the tenants. The story goes on:

Connie Deer of Legal Action of Wisconsin, says the Johnses are acting as a proxy for the city of Monona in the suit and should have named the city as a party to the action.

The eviction suit against her client is designed to force him out "so that the city of Monona can seek to elude its governmental responsibilities to issue relocation assistance to" Hogan, said Deer.

She said Hogan is "being displaced as a consequence of the city of Monona issuing TIF funds."

Her statement is not entirely accurate - the City has not actually issued TIF funds and is far from doing so at this point. Their basic thrust is correct in the sense that this deal would not have been proposed without an expectation that TIF assistance would be provided. Whether the tenants can make a legal case for relocation assistance is going to be problematic for them - it's a tough case to make. But we thought that back in the early 1990's too and the city lost that lawsuit. Regardless, I see a big glop of mud headed right for the city's face. Deservedly so.

But then, I think I may be entitled to say 'I told you so', which normally I am more than happy to do, but it pains me in this case. Here's my blog post from February 5, 2007 .

  1. The article in the Capital Times on the effort of some in the Monona Trailer part to protect their belongings is an example of what is wrong in Monona. Rather than protecting the citizens who live in Monona, the city is using tax money of Mononans to facilitate a real estate deal between the owners of the trailer park and a developer who wants the city to guarantee his profits.
    TIF money should not be used to speculate on profits for developers. The corner of Monona Drive and Femrite is an example of a development of condos that has empty units. This TIF makes money for the developer and local householder have to pay for it. Where's the free market in Monona?
    Is it free for those who can speculate, but not free for the rest of us?
    Who will guarantee the speculations on the Slinde development on Monona Drive and the Metcalfe trailer park development?
    The taxpayer?

  2. Here's the deal...

    The taxpayer pays taxes into the tax base for Monona.. Then Monona takes those Tax monies and tifs them out to a developer who will then use them to oust the original tax payer.. Does this sound right. Hmmmmm using the taxpayers own funds to oust the taxpayer and make profit.. hmmmm What a deal..
    we should all be so lucky. OR We should all be so handsomely rewarded for robbing from the poor to give to the rich.. kind of like an Anti Robin Hood..

  3. I see the village of Monona snuck the Hickory lane problem on to a meeting without posting it properly again.. When will the law suits start I wonder? What we have is a total failure and possibly a consipiracy with this governing body when it comes to the citizens of Hickory lane... Will history repeat itself.. Remember Happy Acres.. Wow..   4. The Council got an update from the city attorney at the July 16 meeting. No action was taken. The item was properly noticed on tha genda at item H. 3.
