The city of Monona found good news when the 2010 bids were opened on Tuesday, February 23. The engineer's estimate was $2,231,065.00. The low bid from Capitol Underground was $1,847,418.80. The next lowest bid was $1,998,827.50 from McHugh.
The low bid is almost $400,000 under the budget. State law generally requires that the city accept the low bid from qualified bidders on public works construction projects.
