Monona LRC Gives Bourbon Street a Pass

Quick news brief. After a four and a half hour hearing the Monona License Review Committee voted 3-2 to recommend that no action be taken against the Bourbon Street Grille. I was one of the two. The committee technically made a finding that the BSG is not a' disorderly house' in the rather archaic language of the statutes. See sec. 125.12.

The committee heard from 7 Monona policce officers and a private security guard as well as both Pat Mackesy and Liz DuPlayee and one of their employees.

The committee will submit formal findings to the city council for its review and action.

    You know, I stopped reading the reports after reading the first one.

    The first one read like something that happens at a major metro city: gun play, McFarland Police, state troopers, Dane County Sheriff, security guard fearing for his life, and strippers-

    Didn't we suspend the license of the old farts for having strippers?

    Do we not have some type of community standard that is higher than a metro area (Madison).
    I am reminded of the community standard around porn that the supreme court spoke about it.

    Something like: I do not know the definition of a disorderly house, but know it when I see it and....this sure looks like it.

    What the heck does it take for a business to loose their license in this town?

    How long can Bourbon Street sustain this activity AND the city of Monona?

    This is sad-I mean to have a causal conversation with one of committee members.

    And one more thing-I thought it was pretty cheap for Pat to hide behind NAACP in Sunny's column.

  3. How about the neighbors who have to deal with this nonsense?

    It's certainly a sad day when this established, arguably nearly surrounded by residential homes, gets a free pass when we go into a primarily commercial area and put the hammer down on the Old Bastards Club.

    I don't care how archaic the statutory language is, this is ridiculous behavior and creates a sense that we've lost security in our neighborhood.

    Did the neighborhood complaints not mean anything? Apparently not. What will it take? Actual shots fired? The gun our police couldn't find is likely in the Yahara River - frankly, our force is simply not equipped to deal with these types of issues.

    This is how entire neigbhorhoods go down. Have you noticed that EDS has had to resort to nightly security patrols in their parking lot? Doesn't feel very good to drive home along Bridge Road and see that.

    The License Review Committee reviews and makes recommendations to the City Council for all applications relating to fermented malt beverages and intoxicating liquor, mobile homes, and massage establishments.

    The Committee meets the second Tuesday of each month at 4:00 p.m. in the City Hall Conference Room.

  6. So-if an individual homeowner holds a "house party" every three to six weeks that includes 100 of their closest friends and the Monona PD and others would have to be called on more than just one occasion...to restore order

    Isn't the homeowner running a disorderly house and what would/could the city do?

    It would be interesting to know what the new guys running for council think about this one.

  7. While I voted at LRC to find that BSG operated a disorderly house, I feel that I should add a couple of comments.

    One, the police reports tell one side of the story. The BSG people presented their side and things were not as clear cut as they might seem on the surface.

    Two, the members of the LRC take their jobs very seriously and are independent-minded. They are not afraid to state their views. Committees can tend create pressure for consensus and I really value their independence.

    We heard 4 1/2 hours of testimony, including some video that was less than overwhelming. The task was a lot like being on a jury and I've always thought that people not on the jury should be slow to second guess verdicts.

    Do the comitte members need a lap dance to substatiate a stripper?

    OK, I agree with you now what? This isn't just going to stop. We keep calling other law enforement agencies onnce a month for mutal assistance, pay for more overtime...let whatever happens downthere happen and tell the police to stay away? At this point it is going to take someone getting serioulsy hurt before action is taken. And tax payers will continually subsidize the cost of doing business for a disorderly house-too bad.

    Oh, ha-ha, you are very funny. What is in fact needed is testimony from a witness that they observed an 'improper exhibition' as defined in Monona Code 7-2-14 (k). There was no such testimony and in fact the allegation was denied by the BSG.

  12. Not making it up, but I believe there many ways for police to handle the myriad of issues they confront. Not saying they should have done anything different - I would not know about that - but just saying there's a lot of assumptions being made by people that post here. For myself, I have no reason not to defer to the judgment of the commission.
