On Deck: Monona City Council Preview

This coming Monday, March 2, 2009, the Monona city council will be, among other things, discussing what to do if Bob Miller finishes in the top three vote-getters in the April 7 election and convening in closed session to discuss potential litigation concerning Bourbon Street Grille .

As you may know, Bob Miller lost his job the day after the deadline for submitting nomination papers. He decided he could not commit to serving another term and has stated his intention to not serve another term. His name will still be on the ballot and he has asked people not to vote for him. Of course, it is entirely possible that he will still finish in the top three candidates. The council will discuss what should be done if that happens: should the fourth place finisher win the seat? Or should we go through an interview process? My thought is that it is better to make this decision before the election because after the election everyone will know who finished fourth and that could introduce personalities and politics into the mix. Hopefully the voters will eliminate this issue by respecting Bob's wishes and voting for the other four candidates.

The council will also be considering establishment of a TIF District in the East Broadway area, special assessments for street improvements Owen Road, setting a policy a for seeding or sodding after street projects, considering the purchase of two police vehicles, and prohibiting parking along the east side of Bridge Road near Metropolitan Lane.

  1. Oh boy. Alarm bells going off all over the place here. You're not planning a vote of some sort, are you? It is not the council's business to intervene in elections in any way other than as defined in statute. Yes, a mess you will have to deal with afterwards if this happens, and I totally understand why you don't want that bag of chicken droppings dumped in your laps. At this time, however, it is not your role to do anything that would influence the way anyone would vote. There are certainly intuitively satisfying, pragmatic reasons you can find to do this, but I wish you would reconsider. I think it's enough for people to know they would be creating a real mess if they vote for Bob and they should not assume how the seat would be filled. Plus, I don't see how you guys can bind a future council. You may have two new members at that point, and two of you may not be on the council. Shouldn't the council that is seated at the time this may happen be making this decision? I could maybe see a discussion wihtout a vote, but if the council is making clear how they will react to how the people vote, yikes, I dunno....this is a tough one.

  2. There won't be a vote because it is on the agenda for 'discussion' (besides being a first reading). If the council does come up with a plan before the election, I would not vote on it since it could 'benefit' me.

    Yes, I think you are right that the next council will have the power to act. I still think it makes sense to tell voters what the *intent* is.

    If we wait until after the election then the council will know that 4th place is either Chad, Mike Veserat, Jim Busse, or me. Any vote then will look like a referendum on the person who finished fourth.

    So how are we doing with getting wind turbines up? Who is objecting-for and against?

    has a great application for checking if your home works for a microtower windtower.

    I have to find somethign to measure the wind....cause it is sure windy at my house at times and this thing says it is not and then it wants to rent me a doohickey to measure the wind for 90$ a month..

    There has got to be an easier way.

    The other neat part of their application is you can move the location of the tower or use residential or commercial towers, if you move it to the beltline or woodland park or tonywatha area-you can see the potential!

  4. I watched the meeting last night.
    I would like to make a few comments.
    There is no such thing as weed-free grass seed. There is always going to be a % of intert (WEEDS!) or other matter in the grass seed. The game is not less than blank of other. Go to Menards and try to find one and when you do...let me know.

    Weed free grass seed would be like requiring our flour to have no bugs or mouse droppings. There is always going to be some....

    Yes, Top Soil is best choice....again there is no such thing as weed free dirt. I mean some weeds have germination times of 2 or 3 years, how is the construction company going to control for that one?

    In short, there are certain realities that are real...we can lessen the impact...but never get rid of it entirely.

    ...I applaud your efforts though... but since none of you grew up on a farm... I suggest y'all contact the local UWEX agent (Green Acres, rember?) instead of taking to the counselor for some language.

  6. I think there was general agreement that you could not get 100% weed-free grass seed or top soil, but that we want to have some requirement for good quality.
