Monona Budget Vote Preview

The Monona City Council takes up the 2009 operating budget and tax levy on Monday, December 1 at 7:30 p.m. in the Media Room at the library. To see the agenda and packet go to: City Council 12/1/08

Alderman Miller's name is on the proposed amendment to eliminate the proposed new police officer for traffic enforcement. Based on prior discussions my guess is that will pass.

Mayor Kahl proposes a related amendment to add police overtime in the amount of $35,580 - to be funded by a $35,580 increase in fines. I would support adding some OT, but this increase in fines (even with increased penalties) seems like a stretch.

Alderman Wiswell proposes to add $5,000 for 50 stop signs to be installed at 25 intersections. At the last meeting he proposed that the city council could select the locations. His source of revenue: fines.

OK, that ends the traffic engineering portion of the budget.

Alderman Wiswell also proposes to eliminate the entire $7,700 amount in the CATV budget for 'new transmission methods'. That funding was proposed by the committee to pay for live web streaming and start up cost for the LPFM radio station (basically a low-cost, low-powered community radio station for Monona and immediate environs). I give the committee big kudos for this proposal that improve communication between the government, schools and residents and amongst the residents directly.

I propose to use an additional $55,740 of the fund balance to hold down the levy. This amendment would leave us with 17.5% in reserve and would reduce the levy by $14.23 on the average homeowner.

There are also seven capital budget amendments. One thing to bear in mind is that we have already borrowed for the 2009 capital projects (we did a two-year borrowing for the 2008 and 2009 capital projects.)

I propose to use $25,000 from boat launch fees to pay for new floating piers at the Winnequah Trail and Tonyawatha boat launches.

Alderman Wiswell proposes to eliminate $25,000 for a new unmarked car for the fire chief from the budget.

Alderman Wiswell proposes to reduce street ROW tree replacement from $30,000 to $20,000.

Alderman Wiswell proposes to reduce the playground equipment budget from $15,000 to $5,000. When I was chair of the Parks Board we worked hard to develop a maintenance program for the parks, including adequate funding for new playground equipment. Alderman Wiswell is co-chair of that committee, but did not take this proposal to the Parks Board.

We have added playground equipment at Maywood Park and Oneida Park the last two years. Other parks still have some pretty sad equipment. Moreover, $5,000 is not enough to buy one park's worth of playground equipment.

Alderman Wiswell proposes to reduce the senior center budget for a computer lab upgrade from $15,000 to $12,000. I chair that committee, but I have no knowledge of this proposal.

Alderman Wiswell proposes to reduce the community center budget for interior painting from $6,500 to $4,000. Again, this proposal did not come through the Parks Board that oversees the Community Center.

Alderman Speight proposes $20,000 for traffic safety improvements. The proposal would create a placeholder for to-be-determined capital projects to improve speed control and public safety.

  1. I have a couple comments on budget proposals that are mentioned in your 11/29/08 Monona Budget Vote Preview.

    Alderman Miller is dead on with his opposition to hiring a new full time city employee(police officer). His proposal makes sense considering the State of Wisconsin has a freeze on hiring due to the budget deficit at that level of government. Also, it isn't fair to someone being hired if future budgets get any worse and you lay them off down the road.

    I would support a limited amount of overtime as Alderman Wood suggests. Some overtime doesn't come with the cost of hiring a new full time employee with benefits. I assume that new officer would be patrolling the city in a car, not on foot or bike. It isn't cheap to keep another police car on the road, or have another police car with all the gear included.

    Increasing fines and penalties, or adding stop signs and more fines seems like a plan to improve police and community relations. I am not in support of people going down Monona Drive at 40 to 50MPH. or running red lights, but adding some signs with no ideas about where to put them seems short sighted. It isn't just the cost of the sign it is the total cost of adding each sign, staff time, etc....

    If the desire is to cut costs no new officer or new stop signs seems like a good place to start.

  2. I would hope that Monona will not use additional stop signs to regulate what some consider a speeding problem in Monona. I have noticed that several stop signs are ignored(Winnequah/Monona Dr.; Tonyawatha/Vogt; side streets between Bridge Rd. and Broadway ...several others that have little traffic and drivers slow but continue on thru the intersection).
    Respect for law cannot seem random or arbitrary. Folks need to see a 'need' for the sign, not just some desire on the part of a few.
    I regularly travel these areas and see little or no traffic and regard the signs as a nuisance. To stop is to believe that someone is watching me...nonsense.

  3. Re Broadband increase:
    Please support the addition to the budget for increasing the 'streaming' of PEG services on the internet, freeing Mononans from the need to pay higher Charter costs for city council and school board broadcasts.
    Also, the idea of developing radio broadcasting is a good idea, allowing many of us to listen to the city council and school board and many other Monona public affairs without the costs of cable and computers. The more participation of Mononans in local affairs the better our sense of good government.

    This seems strange-he just wants to do something, but does not know what?

    I disagree with Wiswell on the parks.
    I will talk to him about that one.
    I think his stop signs are a fine idea.

    AND-
    Would you please do something about funding the goose problem? I mean I have 20$ that says we will have the same discussion early fall....just like we are going to have the same discussion about Monona Drive in about 3 weeks.

    I would agree that this is a good idea, unless the current vehicle has maintenance issues, and costs more to maintain than would be practical.
    At the state level they are looking at having less pool vehicles to cut costs, cars are not cheap to own. If the current car allows the fire chief to respond in a timely manner to calls, and is safe why spend the money on a new car.

  9. The budget proposal for the new unmarked car is for the FIRE chief not the police chief. I asked why he wanted it to be unmarked at one of our budget meetings. He stated that was his prsonal prefernce.

  10. Doug, come on be nice. I know where to find the budget online. I'm specifically asking you about documentation related to the changes alders want to make. Are those found anywhere online? Because the pdf file apparently is a scanned file, the search functionality doesn't work.

    Are there details about the specifics related to the amendments? I'm having trouble locating these particular details. Your assistance is appreciated.

    There isn't any other specific documentation.

    Normally, we have talked about the topic during the budget meetings before a proposed amendment is offered.

    Don't mind Doug he gets a little testy sometimes, but he is also fun and goodnatured most days.

    Yells at u if you talk schools though-that is for sure-the chicken thing he is taking in stride.

    You have my support if you run for cc, I would love to see my name in the paper for you (you could label the ad Chickens for Change...he he.)

    (One problem you will have is that vote for one crap that certain groups/people seem to enjoy pulling)

    Please note-my endorsement will be contingent on you supporting to our laws around Dexter Cattle and Chickens.

    Clearly, the chicken idea had legs before the crash, but now....the sky is the limit.

  13. I don't think a place holder for safety improvements is a bad idea at all. Nobody on the city council is an expert in these matters. Perfectly good idea to set money aside, and then get expert advice later on what would help with speed and safety. Every time the city council starts tinkering with traffic stuff, we get Winnequah Road and silly stop signs.
