Seriously though, if there really are people out there who want to be able to legally raise chickens in Monona they are going to have to come forward publicly and lobby for it.
Again, I am just not the type of person who will come forward and say-I am thinking about breaking the law, please change the law.

Why would you say 'I am about breaking the law'? Why not just say 'please change the law and here are some good reasons'.
If I brought a proposal for micro-scale chicken farming to the council, the council is going to want to know 'why should we do this?' 'Are there people in Monona who want it?' That kind of thing. You expect me to say, 'well, there is this anonymous poster on my blog who wants it. Of course, I don't know who they are, if they even live in Monona, or even if they are really serious.' Not happening.
I'm not saying you need a Movement, but there needs to be some show of PUBLIC interest in the concept.
