At last night's rather quiet Monona city council meeting, the Mayor announced that the state has determined that the new Winnequah Park shelter does meet its standards for year-round use (I'm paraphrasing). This is hugely good news and removes a major barrier to resolving the dispute with the city-hired architect. The shelter has been locked up this winter on advice of legal counsel.
Basically, it means we just need to figure out a way to winterize the pipes and perhaps some other relatively minor issues and can then use the shelter year round without needing major structural changes. Hopefully, we will reach a settlement with the architect so that these fixes can be completed before next winter.
In any event, once the weather warms up the shelter will be opened for use - in fact it is already reserved for use nearly every day through the fall.
